Process of Implementation & Public Participation

As the response to the brief, our main objectives were to 1) improve the public space and reprogram its use; 2) enrich the community's life within Otwock  by implementing various activities and services, especially for the young; 3) improve the air quality in Otwock; 4) redefine the urban layout  and improve the surroundings of the designed area.

Ad. 1) Public Space

Research conducted on site in Otwock proved that public spaces are disused and their programmatic use has been redefined by the inhabitants, who naturally imposed their preferred services. It can be assumed that the intended programme implemented by the municipality of the town did not take on well with the public. Therefore, our design operations were focused on reprogramming the use of public spaces by introducing activities and services which are desired by the public, which will be discussed during public consultations.

Ad. 2) Community Life

As the research proved again, communal life is existent, but not rich enough to attract youngsters. During the excursion to Otwock, we discovered that a lot of community activities, like Cat Lover's evening were taking place in establishments such as the public library on Żeromskiego st., therefore diminishing the primary function of the establishment itself. This demonstrates that the public are in need of multifunctional places where to organise various activities for their leisure time.

The youngsters of Otwock suffer the same, if not more, insufficiencies within their hometown. This was revealed during interviews with the local youth, who have admitted to travelling outside Otwock (eg. to Warsaw) in search for fun activities and more services, adequate to their interests. Also, it is important to mention that the population of Otwock is ageing, therefore it is crucial to improve the community life for the young, which will prevent them from leaving Otwock.

Ad. 3) Pollution no more

Another important aim is to educate the inhabitants about the history of Otwock town, healthy lifestyle, personal business activity, the importance of addressing air pollution and many more during the process.

Ad. 4) Urban Layout

Our chosen site for the planned Community Centre will be undergo changes according to the objectives of our design scheme.

PUBLIC PARTICIPATION

Our end-goal is to create a pleasurable, organised, well maintained environment for Otwock and its inhabitants. In order to fulfil the above-mentioned objectives it is important to consult the public and reach compromises with them. First step in this process is to define the target groups that would possibly be directly affected by our design actions, and whom could be engaged in the process of transforming Otwock. Next step would be informing and communicating with the target groups, which would be done by easily-accessible communication channels, such as flyers, social media. Finally, we will conduct public consultations so to discuss ideas from both the design team and the public. Here, the public will have the opportunity to voice their opinions, present their own ideas.

The diagram below presents the target groups and their engagement degree in the design process.
